Recommended Action

Approve First Amendment to Construction Manager at Risk Contract No. 2023-17.003 for Construction Services Contract Phase II with Ajax Building Company, LLC in the amount of $1,298,000.28, for Police Department Headquarters facility repairs.

Background Information

The Police Department Headquarters facility sustained a substantial amount of damage during Hurricane Ian. To address immediate needs, Kustom US, Inc. was assigned to complete mitigation work to provide temporary roofing. The temporary patches completed have begun to fail in multiple locations despite several follow up temporary repairs performed by Sutter Roofing Company of Florida. At this time the roof requires a complete replacement.

Upon review by the Building Official, tile roofs do not meet the required 160 mph wind load for this building, therefore the Police Department Headquarters roof will need to be replaced with a metal roof. Staff continue to work with representatives from FEMA, Rostan and the insurance provider, Halliwell, to identify funding availability for reimbursement of this project.

In consultation with City Administration and the Finance Department Purchasing Division, the use of the Construction Manager at Risk (CMaR) Continuing Services contract has been identified as the most expedient path to complete this project. The CMaR contracting process includes two phases; in the first phase the Contractor is selected and issued a Work Assignment for the pre-construction phase.
