Recommended Action

Approve the utilization of the National Joint Powers Alliance Contract to purchase one (1) Sewer TV Truck for the Utilities Department from Alan Jay Automotive Management, Inc., doing business as Alan Jay Fleet Sales in the budgeted amount of $201,444.33.

Background Information

In older sections of the City, the wastewater collection system is composed of clay pipe which over time develops cracks due to age and ground shifting. In times of heavy rainfall, cracks in the pipe permit ground water to seep into the City wastewater collection system (infiltration) which in turn, increases flows to the wastewater treatment plant. As the wastewater treatment process relies on the biological processes of bacteria, the inflow and infiltration (I&I) of ground water into the collection system disrupts the balance of these processes, resulting in increases to plant operational costs and reduced efficiency of the treatment process.

In an effort to reduce the impact of I&I, Utilities has an ongoing program for the identification and repair of problem I&I areas in the City's collection system. This program includes televising and cleaning sewer lines to identify and prioritize I&I issues, and subsequent lining and repair of affected lines and manholes. While Utilities has been able to perform some sewer televising, the age and condition of Department equipment has limited the amount and nature of the televising performed in-house and much of the I&I televising has had to be outsourced.
