TITLE: Amendment No. 1 to Contract No. 2016-47 with, XGD Systems, LLC dba TDI USA in the amount of $132,276.63 to provide additional electrical equipment including all underground conduits for the Butler Park Multi-Use Field project, P14BMF.
Recommended Action
Approve Amendment No.1 to Contract No. 2016-47 with XGD Systems, LLC dba TDI USA in the amount of $132,276.63 to provide additional electrical equipment including all underground conduits for the Butler Park Multi-Use Field project, P14BMF.
Background Information
Staff recommends that Commission approve Contract Amendment No.1 to provide additional electrical equipment including all underground conduits for the Butler Park Multi-Use Field project. This electrical equipment will provide power to the scoreboards as well as underground conduit for future park expansions including field lights budgeted in FY18 and future additional restrooms/concession buildings.
Butler Park Multipurpose field renovation project, timeline to date:
September 19, 2013: Commission approved Ordinance 2013-21 Adopting the FY14 Capital Improvement Plan which included the Butler Park Multi-Purpose Field project in the amount of $440,000.
December 2013: RFP 2014-13 for Professional Design and Engineering Services for the multi-purpose fields at Butler Park was advertised.
February-April 2014: Agreement 2014-13 negotiations between the City and Florida Transportation Engineering.
July 14, 2014: Commission awarded Agreement 2014-13 to Florida Transportation Engineers for the design and engineering services in the amount of $67,500.
February 27, 2015: Commission, in workshop, had consensus to authorize the City Manager to effectuate the demolition of the former concession building and relocate the electrical service.
April 13, 2015: Amendment No. 1 to Agreement 2014-13 with Florida Transportation Engineers, in the amount of $10,500, was approved for additional design and engineering services to demolish the concession building and relocate the electrical service for the existing field lights.
September 24, 2015: Commission approved Ordinance 2015-33 adopting the FY16 Capital Improvement Plan and appropriating funding for the Butler Park Project; FY16 $750,000; FY17 $750,000; FY18 $250,000 and FY19 $250,000.
November 2015: The former concession stand was demolished and removed from Butler Park.
January 26, 2016: Commission approved a budget amendment adding the FY17 allocation of $750,000 to the Butler Park project in FY16.
July 15, 2016: RFB 2016-47 for construction of the multi-purpose fields at Butler Park was advertised.
September 2016: Commission approved the FY17 Capital Improvement Plan including in FY17, $250,000 for Field Furniture, Fixtures, and Equipment.
September 15, 2016: Four (4) bids were opened for Bid No. 2016-47. XGD Systems, LLC dba TDI USA was determined to be the lowest responsive and responsible bidder in the amount of $1,638,485.51.
November 8, 2016: Commission approved (first reading) Ordinance 2016-37 amending the FY17 Capital Improvement Plan budget allowing $40,000 to be appropriated to the Butler Park project from the Tree Fund offsetting the project’s tree purchase.
November 8, 2016: Commission approved Contract 2016-37 with XGD Systems, LLC dba TDI USA for the Butler Park project in the amount of $1,536,390.35 plus an 8% contingency of $122,911.23 for a total amount of $1,659,301.58.
November 8, 2016: Commission authorized the design and engineering of field lighting in the amount of $18,965 to be utilized from the current FY17 CIP appropriation.
November 22, 2016: Commission approved (second reading) Ordinance 2016-37 amending the FY17 Capital Improvement Plan budget allowing $40,000 to be appropriated to the Butler Park project from the Tree Fund offsetting the project’s tree purchase.
January 24, 2017 Commission approved the piggyback option on the Lake County Florida Agreement ITB Number 16-0214 in the amount of $157,295 to purchase and have installed a precast single unit concrete concession/restroom building structure for the Butler Park project.
March 28, 2017 Commission approved the utilization of the Manatee County School District contract 16-0025-MR3 for the purchase of the Field Equipment for the Butler Park project from Bliss Products and Services, Inc. in the estimated amount of $107,587.85.
