Recommended Action

Approve Contract No. 2016-47 between the City of North Port and XGD Systems, LLC dba TDI USA for the Butler Park Multi-Use Sport Field Renovation project in the amount of $1,536,390.35 plus 8% contingency of $122,911.23 for a total amount of $1,659,301.58.

Background Information

The Butler Park Multi-Purpose Field project was approved by Commission on September 5, 2013 with the adoption of Ordinance No. 2013-21 Adopting the Capital Improvement Program and Budget for 2014 to 2018.

In December 2013, RFP No. 2014-13 for Professional Design & Engineering Services for the multi-purpose fields at Butler Park was advertised; and on July 14, 2014 Commission awarded Agreement No. 2014-13 to Florida Transportation Engineers, Inc. for the design and engineering services of multipurpose playing fields at Butler Park.

On July 15, 2016, RFB 2016-47 was advertised for the multi-use sport field renovations at Butler Park. Bid No. 2016-47 was opened on September 15, 2016. Four (4) bids were received with XGD Systems, LLC dba TDI USA being the lowest responsive and responsible bidder in the amount of $1,638,485.51.

Based upon the Consultant's recommendation, staff is removing Exhibit "C" Playing Fields, line item 00-19 TIFWAY 419 (Rolled) and replacing with alternate Exhibit "C" Playing Fields, line item 00-01, Sprigging TIFWAY 419, Bermuda 1,100 PA for an overall cost savings of $102,095.15. The revised contract amount will be $1,536,390.35 with an 8% contingency ($122,911.23). The remaining ($154,937.42) balance will be utilized for the purchase (direct buy) and installation of the concession/restroom building.
