Recommended Action
Approve Contract No. 2019-43 with Spectrum Underground, Inc. in the amount of $ 136,505 with a contingency amount of $ 6,825, for a total project cost of $ 143,330 for the water main replacement on the South Salford Blvd. bridge over the Cocoplum Canal. This approval is contingent on the City Commission passing Ordinance 2019-03, non-district budget amendment.
Background Information
As part of the acquisition from GDU there is an existing 12" steel water main on the South Salford Blvd. Bridge over the Cocoplum Canal has reached the end of its service life and needs to be replaced. This pipe is leaking in an area that is not possible to repair without replacement. The existing water main on the bridge will be removed and replaced with approximately 350 LF of new 12" high-density polyethylene potable water main which will be installed by subaqueous horizontal direction drill (HDD) beneath the Cocoplum Canal. The project also includes 50 LF of new 10" PVC water main to be installed by open cut methods, along with a 10-inch gate valve, and tie-ins to the existing water main.
Replacement of these pipes will prevent potential catastrophic failure and emergency repairs that would potentially result in higher than anticipated costs over the cost of this planned replacement.
The South Salford Blvd. Bridge Crossing Water Main Replacement project was advertised on December 7, 2018. Three bids were received, opened, and read on January 18, 2019 at 2:00pm.
