TITLE: A Resolution of the City of the Commission of City of North Port, Florida, Adopting the Long-Term Disaster Recovery and Resilience Strategy as the Guide for the City of North Port's Disaster Recovery Activities; Providing for Incorporation of Recitals; Providing for Conflicts; Providing for Severability; and Providing an Effective Date.


Recommended Action

Adoption of Resolution No. 2024-R-12 Long-Term Disaster Recovery and Resilience Strategy.

Background Information

Following Hurricane Ian, the City of North Port procured The Olson Group Ltd. to develop a Long-Term Disaster Recovery and Resilience Strategy. This strategy is intended to improve the coordination of long-term recovery operations to help facilitate and support long-term recovery and resilience, decision-making, assist in establishing long-term recovery priorities, and define longer-term recovery roles and responsibilities among City Departments.

The development of this strategy began with an analysis of the City's response to Hurricane Ian through a review of documentation provided by the Emergency Operations Center and City Departments.

Following analysis of the City's response, surveys were distributed to the following groups:

> Front-line City staff via electronic and paper copies.
> Management level City staff.
> Community partners and businesses engaged in the Hurricane Ian response.

The following two Community Engagement Workshops were then held to gather public input and sentiment around the response, recovery, and resiliency of the City from Hurricane Ian:

> One in-person held on May 2, 2023, from 5:30 p.m. - 7:30 p.m.
> One virtual held on June 12, 2023, from 1:00 p.m. - 2:30 p.m.
