Option 1: Approve Work Assignment No. 2023-40.003 IT1-2026 with Insituform Technologies, LLC for Chesebro Sanitary Sewer System Rehabilitation in the amount of $403,180.35.
* Pros: Approval of this Work Assignment will proactively replace gravity mains that are at risk of failure while ensuring compliance with potential terms outline in the draft Consent Order regarding Inflow & Infiltration rehabilitation.
* Cons: Approval will commit utility funds to this project, which could be used on other projects.
Option 2: Deny Work Assignment No. 2023-40.003 IT1-2026.
* Pros: Denial of the Work Assignment will preserve utility funds for allocation to other utility projects.
* Cons: Denial of the Work Assignment would result in increased risk of gravity main failure and would limit the City's ability to address Inflow and Infiltration in this area.
Background Information
Inflow and infiltration (I&I) are extraneous flows that enter the wastewater collection system and flow through to the wastewater treatment plant. The flow of this storm water and groundwater reduces the capacity of the system to handle wastewater and can lead to sanitary sewer overflows. Inflow occurs when storm water enters the sewer system through flooding of the manholes and direct connections of storm water to the wastewater collection system.
