Discussion and Possible Direction for the 10 Year Capital Improvement Plan.
Background Information
At the City Manager’s Recommended Budget Workshops in June 2025, the City Commission was presented with a 10 Year Capital Improvement Plan needs by fund and project. Since the June Workshops, the Departments have ranked their project low, medium and high priority. Below are general guidelines that were given to assist in the ranking process:
High Priority
• Critical to public health and safety.
• Required for regulatory or legal compliance.
• Needed to prevent imminent failure of essential infrastructure.
• Essential for maintaining core municipal operations.
• Linked to time-sensitive grant funding or external contributions.
• Fully funded and ready to proceed, with a construction contract or necessary resources already in place.
• Directly tied to high-priority items in the City’s Strategic Plan as set by the City Commission.
• Expected to provide high return on investment.
Medium Priority
• Improve operational efficiency or service delivery.
• Extend the useful life of existing assets.
• Can be deferred 1-3 years without major impact.
Low Priority
• Non-essential improvements.
• Projects with minimal impact if delayed beyond 3 years.
• Initiatives that can wait until higher-priority needs are addressed.
