Background Information
The Department of Public Works is seeking to purchase property located on Zuber Lane, Parcel Identification No. 0987033236, currently owned by Charles and Marie Gaspard. This property acquisition will provide access to Retention Ditch 160 (R-160) and allow permanent access for future maintenance and rehabilitation of the stormwater conveyance system. An appraisal report completed on April 17, 2025, by Hettema Saba, LLC, listed the property value at $38,500.00. Public Works has worked with American Acquisition Group, LLC to purchase this property and an agreement has been reached by the seller to sell the property to the North Port Road and Drainage District for $38,500.00.
Although the City already owns two nearby parcels (PID Nos. 0987033233 and 0987013408), staff recommends acquiring Parcel Identification No. 0987033236. The existing City-owned parcels only provide access to WCS-125 on the Lagoon Waterway and do not offer access to ditch segment R-160. Acquiring this additional parcel is necessary to ensure direct and reliable access to ditch R-160 for ongoing maintenance and operational needs throughout the year.
Resolution No. 2025-R-41 has been reviewed by the Interim City Attorney and is legally correct as to form.
