Recommended Action

Approve the Federally Funded Subaward and Grant Agreement for Hurricane Milton DR4834, Agreement Number Z4706 with the Florida Division of Emergency Management (FDEM) for Hurricane Milton and authorize the City Manager or the Mayor, as applicable under the City Charter, to execute all funding documents after legal review.

Background Information

On October 9, 2024, Hurricane Milton made landfall along the Gulf Coast near Siesta Key, Florida. The City of North Port experienced wind and rain as it made landfall. The City is preparing to submit reimbursement documentation to the Federal Emergency Management Agency (FEMA). FEMA will review all documentation pertaining to storm-related expenses and then release any qualifying funds to FDEM. FDEM auditors will do an additional review before releasing the reimbursement funds to the City. This Subaward is the Reimbursement Funding Agreement between FDEM and the City of North Port.

This grant covers reimbursement of the following:

* Most emergency protective measures
* Debris removal
* Repairs to all damaged facilities
* Cost of temporary facilities
* Damage to most roads and utilities infrastructure
* Administrative costs

City staff are in the process of identifying any damages eligible to be submitted for reimbursement by FEMA. This is a reimbursable grant, meaning that the City spends first and then requests reimbursement from the granting agency.
