Approve Work Assignment 2024-06 with Stantec Consulting Services, Inc., in the amount of $364,590, for the Lead and Copper Rule Revisions - Assessment & Predictive Modeling Project.
Background Information
The Lead and Copper Rule Revisions (LCRR) promulgated by the Environmental Protection Agency require community and non-transient noncommunity public water systems to complete lead service line (LSL) inventories by October 16, 2024. The Utilities Department is preparing a City-wide inventory of existing water services to determine the material of the service lines that are a 2-inch diameter and smaller. This scope of services is the first step in the process of developing an LSL inventory by utilizing predictive analysis and modeling, including field verification, to meet the requirements of the LCRR. This work will include utilizing Florida Department of Environmental Protection's (FDEP's) latest requirements and guidance, issued on January 12, 2024, and submitting the complete LSL inventory to FDEP in the format that conforms with the guidance by October 16, 2024. The following provides a chronological order of events regarding the procurement of this Work Assignment:
> January 11, 2024: Request for Letters of Interest (RLI) 2024-06 for the Lead and Copper Rule Revisions - Assessment & Predictive Modeling Project was issued to the eight firms under Category 1 of Continuing Contract 2020-58 to secure professional engineering services to design, bid and provide construction phase services for the project.
> January 22, 2024: Addendum #1 issued to extend the Letters of Interest (LOI) deadline to February 9, 2024.
