Background Information
On May 23, 2023, the City Commission, acting as the Road and Drainage Governing Body, approved Contract No. 2023-19, Jeffrey Lake Sea Wall & Sidewalk Reconstruction with Thomas Marine Construction, Inc. in the amount of $625,317.82 and contingency in the amount of $62,500.18 for a total amount of $687,818.00.
Work on the reconstruction of the Jeffrey Lake sea wall and sidewalk began January 8, 2024, and required a partial closure of Pan American Boulevard adjacent to the work area. During sheet pile installation, a rock layer was struck, which was impenetrable to the equipment being used to install the sheet pile. Staff was made aware that Thomas Marine Construction encountered a "differing site condition" on January 17, 2024. The Engineer of Record's recommended solution required the Contractor to utilize additional equipment and slowed the rate at which the sheet pile could be installed. Due to this unforeseen circumstance, this Amendment is required to account for the additional equipment, labor, and time.
Due to the vulnerable structural condition of the sea wall, the Department of Public Works sought emergency authorization of this First Amendment to avoid the risk of a full failure of the structure.
