Recommended Action

Approve a Water Quality Service Agreement with Commercial Energy Specialists, LLC (CES) for the installation and upgrade of the North Port Aquatic Center's Pulsar(r) chemical feed system in an amount not to exceed $1,445.

Background Information

The North Port Aquatic Center (NPAC), built in 2019, was initially equipped with the Pulsar(r) sanitation and chemical feed system to maintain water quality in the NPAC water bodies. This system uses a concentrated briquette, which is stored in hoppers, as part of the chemical feed system. Using these concentrated briquettes is a safer and more user-friendly alternative to liquid chlorine. Currently, NPAC has two Pulsar(r) hoppers installed. Normal life expectancy of these units is five to seven years with replacement costs estimated at $10,000 per unit. In accordance with the NPAC maintenance schedule, these two units have been identified for replacement as part of the Fiscal Year 2025 budget.

Commercial Energy Specialists (CES) is the sole source provider of the Pulsar(r) system and is offering the City an opportunity to upgrade to a self-cleaning unit at a reduced cost with the implementation of a Water Quality Service Agreement. With the continued purchase of the Pulsar(r) briquettes, there are no additional costs associated with this Water Quality Service Agreement. Costs associated with the equipment upgrade include a one-time installation fee of $1,445.
