Background Information
The draft minutes were submitted for Commission review on November 8, 2023. Commissioner McDowell provided suggested changes on November 20, 2023 regarding:
On page 3 - “… Commission questions and discussion continued regarding places of assembly large versus small scale determination utilizing transportation trips versus square footage, essential services - major special exception versus prohibited in Activity Center 7, essential services - major exclusion of police and fire stations versus essential services - minor inclusion of police and fire substations … “
Clarity - The official Use name is “Essential Service - Major” but the way it is written, it appears there is a major special exception or major exclusion. The official use name is “Essential Service - Minor”, but the way it written it appears there is a minor inclusion of police and fire substations.
Maybe capitalizing the terms of art ““Essential Service - Major”, “Essential Service - Minor” and “Special Exception” will bring clarity.
