TITLE: Discussion and Possible Action Regarding the Charter Review Advisory Board Revisiting Amending the City Charter Relevant to the City Manager Signature Authority for Contracts, Authority to Enter Into Contracts, and Establishing Conditions.
Recommended Action
To direct the Charter Review Advisory Board to revisit amending the City Charter to direct the City Manager to sign all Contracts and allow the City Commission to grant the City Manager authority to enter into certain Contracts without prior Commission approval, and to establish conditions for that authority, such as financial limits.
Background Information
On May 17, 2023, the Charter Review Advisory Board held a meeting to discuss the recapping of the failed referendum question on the 2022 General Election to amend the City Charter to direct the City Manager to sign all Contracts and allow the City Commission to grant the City Manager authority to enter into Contracts without prior Commission approval, and to establish conditions for that authority, such as financial limits, and took the following action:
A motion was made by Board Member Bartolotta, seconded by Board Member Frandsen, to direct the Chair or Vice Chair of the Charter Review Advisory Board to send a memorandum to Commission asking if they want the Charter Review Advisory Board to revisit this topic.
The Charter Review Advisory Board sent a memorandum to the Commission on June 12, 2023, requesting to have this item placed on the agenda for Commission discussion and possible action. The Board is requesting City Commission direction to revisit the topic of the failed referendum question on the 2022 General Election.
Commissioner McDowell requested this item to be placed on the agenda for discussion.
