Special Meeting Not to Exceed

CALL TO ORDER

Vice Mayor Langdon called the meeting to order at 5:18 p.m.

Ms. Faust notified the Commission that Mayor Emrich requested to attend the meeting

via Communications Media Technology (CMT).

Vice Mayor Langdon provided required notifications regarding conducting

meeting.

Mayor Emrich stated he will be attending the hybrid meeting via CMT.

Vice Mayor Langdon requested a motion.

motion was made by Commissioner Luke, seconded by Commissioner

McDowell, to approve Mayor Emrich's request to attend the Road and Drainage

District Governing Body Meeting via Communications Media Technology (CMT).

The motion carried on the following vote:

Yes: 4 - Vice Mayor Langdon, Commissioner Luke, Commissioner McDowell, and

Commissioner White

Abstain: 1 - Mayor Emrich

motion was made by Commissioner McDowell, seconded by Commissioner

Luke, to approve the Agenda as presented. The motion carried on the following

vote:

RESOLUTION:

A. RES. NO.

A Resolution of the City Commission of the City of North Port, Florida as

the Governing Body of the Road and Drainage District, Establishing

Not-to-Exceed Non-Ad Valorem Assessment Rates for the North Port

Road and Drainage District for Fiscal Year 2022-2023; Incorporating

Recitals; Providing for Conflicts; Providing for Severability; and Providing

an Effective Date.

Vice Mayor Langdon announced the item and directed the City Clerk to read the

Resolution by title only.

Ms. Faust read the Resolution by title only.

Mr. Fletcher introduced the item.

Mr. Speake spoke to the proposed rate increase of 3% and citizen notification.

Commission questions and discussion took place regarding proposed rates including

increased amounts, single-family ¼ acre lot increase, dependency on drainage system

usage, and assessments not being tied to property values.

Mayor Emrich expressed his concern with the increase and stated expenditures can be

cut elsewhere to lower the increase.

There was no public comment.

Vice Mayor Langdon closed the public hearing and requested a motion.

motion was made by Commissioner Luke, seconded by Commissioner

McDowell, to approve Resolution No. 2022-R-28 as presented. The motion carried

on the following vote:
