to include number 4 as presented on November 7, 2022, into Section 1.1.3 and
renumber accordingly the following language “Adherence to prescribed standards
by the land developer of those required improvements should not become a charge
on the citizens and taxpayers of already existing areas.”

A motion was made by Commissioner McDowell, seconded by Vice Mayor Stokes,
to direct the City Manager to work with the City Clerk to notify each property owner
whose single family residential zoning is being changed to R-2, R-3, CT, COT, AC,
V, I1, or I2 via first class mail using the property tax roll for the property owners
address, to be completed prior to the effective date of the ordinance.
Commission discussion took place regarding impact on ULDC process, timing, impact on
staff, funding, Accella funding, alternative notification, and cost.

A motion was made by Commissioner Langdon, seconded by Vice Mayor Stokes,
to adopt Ordinance No. 2024-13 as amended by the prior motions with an effective
date of October 28, 2024. The motion carried on the following vote with
Commissioner McDowell dissenting due to lack citizen notification, hardships for
existing and future property owners, developments not being approved by
Commission, proposed land use for AC 7b permitting high density and intensity,
variance approval by hearing officer, intent not matching written word of code, and
lack of data/statistics, lack of infrastructure accommodations, and lack of PID list of
rezoned parcels.
