1. Call to Order  
Chair Sterner called the meeting to order at 5:30 p.m.  
2. Roll Call

3. Pledge of Allegiance  
The Pledge of Allegiance was led by the Board.  
4. Public Comment  
There was no public comment.  
5. Approval of Minutes  
Approval of the July 10, 2024 Historic and Cultural Advisory Board Meeting  
Minutes  
A motion was made by Board Member Godin, seconded by Vice Chair Klinkhamer,  
to approve the Minutes as presented. The motion carried unanimously by voice  
vote.  
6. New Business  
Discussion and Possible Action Regarding Three Possible Locations  
within the City for the Installation of Historical Markers  
Chair Sterner announced the item.  
Discussion took place regarding marker history, archeological studies, next steps, City  
input, historical site list, Warm Mineral Springs, City history, and property owner input.  
A motion was made by Board Member Godin, seconded by Vice Chair Klinkhamer,  
to proceed with the three proposed historical sites of Turpentine Dock, the railbed  
of Charlotte Harbor and Northern (CH&N) Railroad, and Biscayne Plaza and to  
receive direction from the City regarding interest and next steps.  
Discussion continued regarding funding and City Commission input.  
The motion carried unanimously by voice vote.  
Discussion and Possible Action Regarding Policy and Procedure to  
Accomplish Historic Preservation Program.  
Chair Sterner announced the item.  
Discussion took place regarding role, examples, tax benefits, site designation intent,  
historical renderings, and City input.  
A motion was made by Board Member Godin, seconded by Vice Chair Klinkhamer,  
to inquire if the City is interested making certain homes as designated historical  
sites for preservation.  
Discussion continued regarding Board roles, designation process, and County  
procedures.  
Public comment:  
Monica Becket: spoke to volunteer assistance and County historical preservation  
program.  
The motion carried unanimously by voice vote.  
7. Updates  
Update Regarding Holding a Joint Meeting with the Art Advisory Board  
Chair Sterner announced the item.  
Discussion took place regarding board role and art project maintenance responsibility.  
8. Future Agenda Items  
Future agenda items include County historic preservation program, list of City historical  
sites, and historical marker guidelines.
