1. Call to Order  
Vice Chair Rathgeber called the meeting to order at 6:00 p.m.

5. Approval of Minutes  
A.  
Approval of Minutes for the June 13, 2023 Art Advisory Board Meeting,  
August 8, 2023 Art Advisory Board Meeting and the September 12, 2023  
Art Advisory Board Meeting (No Quorum)  
A motion was made by Board Member Gozion, seconded by Board Member Loos,  
to approve the Minutes as presented. The motion carried unanimously by voice  
vote.  
6. Unfinished Business  
A.  
Discussion and Possible Action Regarding the City's 65th Anniversary and  
Community of Unity Themed Project  
Vice Chair Rathgeber announced the item.  
Board discussion took place regarding materials, price, partnerships, number of peace  
poles, paintings by different artist, location, Commission approval, individual fees on  
residential property, sponsorships, requirements, distribution, Community of Unity  
project, and purpose and meaning.  
A motion was made by Vice Chair Rathgeber, seconded by Board Member Loos, to  
continue Item No. 23-3174 to the November 14, 2023 Art Advisory Board Meeting  
and having Gale West make a presentation. The motion carried by the following  
vote:  
3 - Chair Rathgeber, Board Member Loos and Board Member Gozion

Public Comment:  
Gale West: spoke to cost and materials, advance planting, geo tracker, website updates,  
and the city promoting.  
B.  
Discussion and Possible Action Regarding the Placement of Artwork Near  
Walgreen’s in Heron Creek.  
Vice Chair Rathgeber announced the item.  
Ms. Mendelson spoke to handouts provided to Board, quote, renderings, Commission  
approval, extending the bid timeline, cost, materials, dimensions, and plaque.  
There was no public comment.  
A motion was made by Vice Chair Rathgeber, seconded by Board Member Loos, to  
have a plaque added to the sculpture in front of Walgreens on Heron Creek, and to  
extend the bid to 90 days. The motion carried by the following vote:  
3 - Chair Rathgeber, Board Member Loos and Board Member Gozion

Discussion and Possible Action Regarding Commission's Direction  
Pertaining to a Mural at the Community Education Center.  
Vice Chair Rathgeber announced the item.  
Ms. Mendelson provided an update on Commission approval, future meeting with Social  
Services, start date in November, and starting process.  
There was no public comment.  
D.  
Discussion and Possible Action Regarding the Art Advisory Board's  
Project Status Report.  
Vice Chair Rathgeber announced the item.  
Ms. Mendelson had no update at this time.  
7. New Business  
A.  
Discussion and Possible Action Regarding Proposed Mural on the First  
Floor of City Hall  
Vice Chair Rathgeber announced the item.  
Ms. Mendelson provided an update on previous artist backing out, new art submissions to  
complete project, submitted proposal, description, invoice, rendering of image, and  
location.  
Public Comment:  
Clare Harvey: spoke to prices, transportation of mural, and possible priming.  
Board discussion took place regarding storage of mural and priming the canvas.  
A motion was made by Vice Chair Rathgeber, seconded by Board Member Loos, to  
bring forward to Commission for approval and have a range of $720 but not to  
exceed $800 to complete the project. The motion carried by the follow vote:  
3 - Chair Rathgeber, Board Member Loos and Board Member Gozion

Upcoming Events and Programs with the North Port Art Center (Dee Dee  
Gozion).  
Vice Chair Rathgeber announced the item.  
Ms. Gozion provided an update on events and programs.
