Vice Chair Morgan called the meeting to order at 6:30 p.m.

A motion was made by Board Member Stevens, seconded by Board Member File,  
to approve the minutes as presented. The motion carried on the following vote:

Discussion and Possible Action Regarding the Parks & Recreation Master  
Plan and Input From Board Members  
Vice Chair Morgan announced the item.  
Ms. Sturgees discussed what the Master Plan will reveal.  
Discussion took place regarding information on the Master Plan, look into the future of  
the city, third high school being built, Wellen Park, soccer fields, dog parks, pickleball  
court, overcrowding in schools, and loop trials.  
A motion was made by Board Member File, seconded by Board Member Stevens,  
to have Parks and Recreation present a presentation on the scope of the Master  
Plan. The motion carried on the following vote:

Discussion and Possible Action Regarding canceling the May 15, 2025  
meeting.  
Vice Chair Morgan announced the item.  
Discussion took place regarding the joint meeting, and reason for cancelling meeting.  
A motion was made by Board Member Stevens, seconded by Board Member File,  
to cancel the May 15, 2025 Parks and Recreation meeting. The motion carried on  
the following vote:

Review and Discussion of Parks & Recreation Department Agenda Items  
for Recent and Upcoming City Commission Meetings  
Vice Chair Morgan announced the item.  
Ms. Sturgess spoke to Kiwanis Fishing Tournament, approval of American Association of  
Retired Persons (AARP) and Recreational Trails Program (RTP) grant applications,  
funding for Hope Park Playground, and an amendment to the Vermont Systems hosting  
contract.  
There was no discussion.

Review and Discussion of Recent and Upcoming Parks & Recreation  
Department Events  
Vice Chair Morgan announced the item.  
Ms. Sturgess spoke to swim safety classes, book swap, youth sports clinics,  
community yard sale, and facility upgrades.  
Discussion took place regarding swim lessons saving lives, charging entry fees for  
Freedom Fest, Braves Stadium, discounts, Wellen Park, and maintenance.

Vice Chair Morgan announced the item.  
Discussion took place regarding Drug Free Youth Program update, master plan updates,  
information from the joint meeting, and user fees.
