Mayor White called the meeting to order at 9:00 a.m.

2. GENERAL BUSINESS:  
A.  
Discussion and Possible Direction Regarding the Fiscal Year 2024-2025  
Budget Assumptions, Projections and Priorities.  
Mayor White announced the item.  
Mr. Fletcher introduced the item and provided a presentation including 3-year review of  
fund balance changes, fiscal year (FY) 2024 fund balance analysis, general fund ad  
valorem assumptions, local municipalities and counties, effective millage rate, FY 2023  
taxable value, per capita revenue estimate based on effective millage rate, all funds,  
general fund changes FY 2024 through FY 2025, Commission priorities, FY 2024 adopted  
budget by pillar including all and general funds, City Manager considerations, and pillar  
priorities.  
Commission questions and discussion took place regarding meeting procedure,  
multi-year budget projection, revenue projections, commercial project development  
strategy, overlay district implementation and examples, general fund ad valorem  
assumptions versus general fund total amount shortfall, ad valorem taxable value  
determination and comparisons, effective millage rate determination and comparisons,  
per capita revenue and population comparisons, cost cutting strategy, fee structure study  
applicability, fee service costs, strategic planning pillar priority versus perpetual  
discussion, strategic plan update and finalization, reserve usage, regional consumer price  
index (CPI), operating costs inflationary increase, Resilient SRQ funding, and fund  
utilization costs.  
Recess was taken from 10:36 a.m. to 10:47 a.m.  
Commission questions and discussion continued regarding Resilient SRQ submission  
documentation, regional CPI numbers, low new employee requests, effective millage rate  
paid to County for services versus City services, emergency operations center (EOC),  
population growth versus needs, County collaboration and assistance, Federal  
Emergency Management Agency (FEMA) fund allocation, expenses versus incoming  
funds breakdown, Road and Drainage fund balance versus FEMA funds allocation,  
reserve percentage recommendations, fund balance policy review, sustainability manager  
role, budget cut requirements, building fund balance projection and usage for police  
station headquarters, budget allocation versus shortfall amount, new enterprise resource  
planning (ERP) system and inclusion of return on investment (ROI), financial support to  
community projects details, and budget discussion process.
