1. Call to Order  
Chair Mannino called the meeting to order at 6:00 p.m.

Approval of Minutes for the June 13, 2023 Art Advisory Board Meeting and  
the July 11, 2023 Art Advisory Board Meeting (No Quorum)  
A motion was made by Board Member Gozion, seconded by Vice Chair Rathgeber,  
to approve the Minutes as presented. The motion carried on the following vote:

A.  
Discussion and Possible Action Regarding the City's 65th Anniversary and  
Community of Unity Themed Project  
Chair Mannino announced the item.  
Board Member Gozion spoke to peace pole project, history, examples, intent,  
community impact, requirements, location, and mural comparison.  
Discussion took place regarding mural location, volunteer efforts, costs, timeline,  
installation requirements, ceremony process, and location.  
There was consensus to continue Item No. 22-3174 to the September 12, 2023 Art  
Advisory Board Meeting.  
B.  
Discussion and Possible Action Regarding the Placement of Artwork Near  
Walgreen’s in Heron Creek.  
Chair Mannino announced the item.  
Ms. Mendelson spoke to updates, project plans, construction details, costs, and concept  
rendering.  
Discussion took place regarding materials used, style, costs, structure size, and contact  
information.  
A motion was made by Board Member Gozion, seconded by Vice Chair Rathgeber,  
to direct staff to request an updated rendering and itemized budget. The motion  
carried on the following vote:

Discussion and Possible Action Regarding Commission's Direction  
Pertaining to a Mural at the Community Education Center.  
Chair Mannino announced the item.  
Ms. Mendelson spoke to updates and timeline.  
Discussion and Possible Action Regarding Painting the City's Utility  
Boxes.  
Chair Mannino announced the item.  
Ms. Mendelson spoke to updates, correspondence, Unified Land Development Code  
(ULDC) requirements, unit ownership, and program specifications.  
Discussion took place regarding Board representation.  
A motion was made by Board Member Gozion, seconded by Chair Mannino, to  
direct staff to contact Public Works and obtain information to proceed with the  
project. The motion carried on the following vote:

Discussion and Possible Action Regarding the Art Advisory Board's  
Project Status Report.  
Chair Mannino announced the item.  
Ms. Mendelson spoke to direction required and recommendations.  
Discussion took place regarding project status, community involvement, and cost  
analysis.  
There was consensus to continue Item No. 23-0318 to the September 12, 2023 Art  
Advisory Board Meeting.

Upcoming Events and Programs with the North Port Art Center (Dee Dee  
Gozion).  
Chair Mannino announced the item.  
Board Member Gozion spoke to public art project approval process.  
There was consensus to direct staff to obtain information regarding City  
requirements for public art project approval process.  
8. Future Agenda Items  
Discussion took place regarding Parks and Recreation strategic plan and projects.  
There was consensus to add to future agenda items, a discussion regarding the  
implementation of a sculpture garden in a City park.
