Mayor Stokes called the meeting to order at 3:00 p.m.

City Manager Fletcher, Interim City Attorney Golen, Assistant City Clerk Powell, Board  
Specialist Lane, Deputy Police Chief Morales, Fire Chief Titus, Parks and Recreation  
Director Pfundheller, Assistant Parks  
& Recreation Director Sturgees, Assistant City  
Manager Bellia, and Assistant City Attorney Coughlin.

The Pledge of Allegiance was led by Deputy Police Chief Morales.  
1. APPROVAL OF AGENDA  
A motion was made by Commissioner Langdon, seconded by Vice Mayor Emrich,  
to approve the agenda as presented. The motion carried on the following vote:

2. PUBLIC COMMENT:  
There was no public comment.  
3. CONSENT AGENDA:  
A.  
Approve the Award of Request for Proposal No. 2025-16 - Professional  
Services for Parks & Recreation Master Plan to GAI Consultants, Inc. in the  
Amount of $249,665 for Project P25PMP Parks Master Plan.  
Mayor Stokes announced the item.  
Mr. Fletcher introduced the item.  
Commission questions and discussion took place regarding considering the older  
demographic, identifying accommodations, financial planning, service revenue breakdown,  
recovery rates, in-depth budget usage, and capital improvement projects (CIP).  
A
motion was made by Commissioner Langdon, seconded by Mayor Stokes, to  
direct the City Manager to work with staff to develop a budget for key park assets  
evaluating the feasibility of doing it in house and looking at Charlotte Countys  
approach to quantifying the operating costs of their park assets.  
Commission questions and discussion continued regarding legality, next steps,  
recommendations, and scope.  
Mayor Stokes withdrew his second.  
Commissioner Langdon withdrew her motion.  
A
motion was made by Commissioner Langdon, seconded by Mayor Stokes, to  
direct the City Manager to work with staff to accept this contract and begin the  
master planning effort for Parks and Recreation. The motion carried on the  
following vote:
