Recommended Action

Approve Work Assignment No. 2024-05-OF with DMK Associates, Inc. (DMK) to provide engineering services for the development of Boca Chica Park for a total work assignment price of $109,745.00.

Background Information

The Parks & Recreation Department, through the current Capital Improvement Program (CIP), has funding in place to develop a new park along Boca Chica Avenue. This parcel is approximately 4 acres in size and is located in a currently underserved area for parks. In preparation of this CIP project, Parks & Recreation conducted two separate neighborhood surveys. The most recent survey was conducted at the end of 2020 which demonstrated that a high majority of respondents supported an active neighborhood park at this location including features including the following:

> Trees/shade
> Walking path
> Natural areas
> Playground
> Parking
> Amenities such as picnic tables, benches, a small shelter.

While a restroom also rated highly in responses, water/sewer connection to this park is currently not available and was not accounted for in the initial project budget. The scope of the park design calls for highlighting existing natural elements to the highest extent possible; Florida-native/friendly landscaping; security lighting; site lighting per code requirements and infrastructure for future site security elements such as a camera system.

The Project Management staff at the Department of Public Works solicited a Request for Letters of Interest on November 30, 2023, with responses due no later than December 16, 2023.
