TITLE: Discussion and Possible Action Regarding the North and South Tamiami Trail Access Road Projects (Requested by Commissioner McDowell).

Background Information
This item was requested by Commissioner McDowell on March 13, 2024.
Since 2016 there have been many discussions on the lack of parking along the Tamiami Trail access road for businesses and patrons. Two Capital Improvement Projects (CIPs) were created - CIP #16TTP for the southern Tamiami Trail access road and CIP #19TTP for the northern Tamiami Trail access road. Over the years, funding was added and reallocated, but it was never enough to complete the construction of either project. Design studies have been completed for both projects. During the Road and Drainage District Governing Body Meeting held on July 28, 2020, there was a Commission discussion (with no formal action taken) on funding options for these projects. At that time, there was considerable uncertainty surrounding COVID and the project was eventually paused during subsequent budget discussions, only to have Hurricane Ian hit in September 2022.
The parking issue has gotten worse over the years. I would like to have a Commission discussion to restart the conversation on options to fund these projects and to discuss temporary solutions for parking in the City’s right-of-way.
