Recommended Action

 

Discussion and Possible Action regarding the Interlocal Agreement providing for the administration of a Joint County/Municipality Economic Development Program.

 

Background Information

 

The following provides a chronological order of events regarding the processing of the Economic Development Interlocal Agreement:

 

Ø                     September 5, 2019:  During the North Port City Commission Special Meeting, the Commission approved the draft Agreement as presented with a two-word amendment adding the language “and municipalities” to a graphic on page 3. The motion also directed the Agreement be brought back to the Commission in final format for approval.

 

Ø                     March 2020:  City staff resubmitted the approved draft Agreement approved by the North Port City Commission with the requested language amendment to Sarasota County for circulation and approval by the other participating municipalities (City of Venice, City of Sarasota, and Town of Longboat Key).  Sarasota County staff confirmed that on March 9, 2020, the circulation was completed with no objections to the draft Agreement approved by the North Port City Commission.

 

Ø                     April 14, 2020:  During the North Port City Commission Regular Meeting, the Commission approved the Interlocal Agreement.  The Commission made a motion that no payment be issued until the Agreement has been signed by all parties and the City Manager and City Commission have received a copy of the signed Agreement.  Subsequent to approval of the Interlocal Agreement being granted by the North Port City Commission, Sarasota County and the other participating municipalities prepared revisions to the Interlocal Agreement. Therefore, the Interlocal Agreement including these revisions were to be brought back to the North Port City Commission for their review and consideration.

 

Ø                     January 2022:  The Interlocal Agreement including the revisions of Sarasota County and the other participating municipalities allows for contracting with the Economic Development Corporation of Sarasota County (EDCSC) and contains expectations, responsibilities, and measures of performance which are standard best practices in the field of Economic Development.  The Interlocal Agreement meets the standards established by the City Manager.  Staff has included the same back up materials with this agenda item that were provided to the North Port City Commission at their September 5, 2019, and April 14, 2020, Commission Meetings.

 

Ø                     June 7, 2022: During the North Port City Commission Regular Meeting, the Commission discussed the Interlocal Agreement and made a motion to postpone the item until a date to be determined based on the County action and staff’s ability to discuss the County action and how it affects the City.

 

Ø                     June 7, 2022: The Sarasota County Board of County Commissioners (BoCC) at their Regular Meeting voted to approve the EDCSC’s Fiscal Year 2022-2023 Budget and Agreement as presented. The BoCC additionally voted on June 7, 2022, not to change the County’s current business tax. The EDCSC’s approved FY2023 Agreement for Implementation Services for the Sarasota County Economic Development Strategic Plan with the County has been provided in the backup materials and includes all exhibits.

 

The Interlocal Agreement will be presented to the Sarasota County Board of County Commissioners for final approval once approved and signed by the City of North Port and all other participating municipalities (City of Venice, City of Sarasota, and Town of Longboat Key).

 

The Economic Development Interlocal Agreement providing for the administration of a Joint County/Municipality Economic Development Program has been reviewed by the City Attorney and is legally correct as to form.

 

President and CEO of the Economic Development Corporation of Sarasota County, Lisa Krouse will provide a presentation on the EDCSC and its activities.

Financial Impact

 

The cost to the City for participation in the Interlocal Agreement is $1.00 Per Capita Per Annum. This item was not funded in the budget and therefore would require a budget amendment of $151,213 to fund $73,652 for Fiscal Year 2020-2021 and $77,561 for Fiscal Year 2021-2022.
