Recommended Action

 

Approve Construction Contract No. 2022-18 - Toledo Blade Boulevard Utility Extensions with DBE Management LLC dba DBE Utility Services in the amount of $2,030,075.00, with a contingency of $304,511.00, for a total amount of $2,334,586.00.

 

Background Information

 

To promote economic development in the Panacea Activity Center area, the City is planning to extend utility services north along Toledo Blade Boulevard and through the I-75 interchange. A State of Florida Department of Economic Opportunity - Florida Job Growth Infrastructure Grant in the amount of $1,690,000 has been awarded to fund this project. The remainder of this project is funded by American Rescue Plan Act funds. The following provides a chronological order of events regarding the competitive sealed bid process for this project:

 

Ø                     December 16, 2021: Florida Job Growth Infrastructure Grant Agreement No G0077 was executed.

Ø                     March 25, 2022: RFB No. 2022-18 - Toledo Blade Boulevard Utility Extensions was advertised.

Ø                     April 26, 2022: Four bids were received and opened.

Ø                     Staff reviewed the bids and the lowest, responsive bidder, DBE Management LLC dba DBE Utility Services was determined to be qualified by the Project Engineer of Record, Stantec Consulting Services, Inc.

Ø                     May 5, 2022: Notice of Intent to Award RFB No. 2022-18 to DBE Utility Services was issued.

 

Based on the above, staff recommends the Award of Contract No. 2022-18 to DBE Management LLC dba DBE Utility Services. Also, the Department of Utilities is recommending increasing the standard 10% contingency to 15% of the contract price, due to the potential for unforeseen complications with this type of a project. 

 

Construction Contract No. 2022-18 has been reviewed by the City Attorney and is legally correct as to form.

 

Strategic Plan

 

Make targeted infrastructure investments including establish water and wastewater service to I-75; to all four quadrants, and plan for water and wastewater service at new interchange.
