Approve the Award of Request for Bid (RFB) No. 2022-23 for the construction of the Myakkahatchee Creek Greenway Trail Project to Gale Construction Company of Illinois for the amount of $1,908,812.07 and contingency in the amount of $133,000 for the total amount of $2,014,812.07.

Background Information

The Myakkahatchee Creek Greenway Trail Project is the first phase of the Myakkahatchee Creek Greenway Master Plan that was approved in 2007. This one-mile trail is located adjacent to the Myakkahatchee Creek between Appomattox Boulevard and West Price Boulevard and supports the linear park concept.

RFB No. 2022-23  for construction of the Myakkahatchee Creek Greenway Trail Project was advertised on February 18, 2022, and closed on March 25, 2022, with four bids received. These bids ranged from $1,908,812 to $2,760,551 for the base bid.  All four bids submitted exceeded the available project budget of $1,722,412  and expenditures to date of $69,974. The low bidder, Gale Construction Company of Illinois, who has been deemed responsive, is $186,400 in excess of the total project budget. Staff has requested a budget amendment in the amount of $319,400 via Resolution 2022-R-31 to fully fund this project through Park Impact Fees. This amount includes a 7% contingency.  It is estimated that construction will take 18 months from the City’s construction Notice to Proceed. To facilitate moving this project forward, Gale Construction Company has agreed to extend the bid validity period from 90 days to 120 days.

The first reading of Resolution 2022-R-31 was heard at the City Commission Regular Meeting on June 7, 2022. The second reading of Resolution 2022-R-31 is scheduled for second reading on the City Commission Regular Meeting on June 28, 2022.  Award of RFB No. 2022-23 is contingent upon the approval of Resolution 2022-R-31 at the second reading.

RFB No. 2022-23 for the construction of the Myakkahatchee Creek Greenway Trail Project has been reviewed by the City Attorney and is legally correct as to form.
