TITLE:                     Approve the Memorandum of Understanding (MOU) Between Bob Gualtieri, as Sheriff of Pinellas County, and the City of North Port Regarding Florida's Facial Recognition Network, Which Provides the North Port Police Department Access to Florida’s Facial Recognition Network (FR-Net), Hosted by the Pinellas County Sheriff’s Office.

 

 

Recommended Action

 

Approve the Memorandum of Understanding (MOU) between Bob Gualtieri, as Sheriff of Pinellas County, and the City of North Port regarding Florida's Facial Recognition Network, which provides the North Port Police Department access to Florida’s Facial Recognition Network (FR-Net), hosted by the Pinellas County Sheriff’s Office.

 

Background Information

 

In 2015 the City of North Port Police Department entered into a Memorandum of Understanding in which the Sheriff allowed the Police Department access to Florida’s Facial Recognition Network (FR-Net). This MOU was revised to include some updated language and signatures of current personnel.

 

The Pinellas County Sheriff’s Office maintains the largest collaborative open model Face Recognition System in the U.S. and exclusively hosts Florida’s Facial Recognition Network (“FR-Net”). The Sheriff grants access to trained members and makes information available to the North Port Police Department to perform automated facial recognition searches and face image comparisons though the Face Analysis Comparison & Examination System Next (“FACESNXT”).

 

Use of FACESNXT may result in investigative leads to assist with subject identification and/or verification. As part of the agreement, the North Port Police Department must have a written standard operating policies and procedures for proper use of facial recognition.

 

The agreement and policy have been reviewed by the City Attorney and are approved as to form and correctness.
