TITLE: Approve Construction Contract No. 2022-24 - Myakkahatchee Creek Water Treatment Plant (MCWTP) Structural Rehabilitation Project - Phase 3 with Innovative Masonry Restoration, LLC, in the Amount of $1,366,089.00, with a Contingency Amount of $204,913.00 for a Total Cost of $1,571,002.00.


Recommended Action

Approve Construction Contract No. 2022-24 - Myakkahatchee Creek Water Treatment Plant (MCWTP) Structural Rehabilitation Project - Phase 3 with Innovative Masonry Restoration, LLC, in the amount of $1,366,089.00, with a contingency amount of $204,913.00 for a total cost of $1,571,002.00.

Background Information

In 2019 CDM Smith, Inc. completed an evaluation of the structural integrity of the surface water treatment plant identifying and prioritizing repairs and improvements needed throughout the plant. Because of the overall cost, the Department of Utilities budgeted funding to complete the necessary improvements over several years.

Phase 3 is the final phase of the project, and includes planned improvements to Flocculation Tank #2, Filter #2, Clearwell #2, Pump Room #2 and Clarifier #1.

> March 15, 2022: Request for Bids No. 2022-24 - MCWTP Structural Rehabilitation Project - Phase 3 was advertised.

> April 18, 2022: One bid was received and opened. Staff reviewed the bid, and the only responsive Contractor has been determined to be qualified by CDM Smith, Inc., Engineer of Record.

Based on this information, staff recommends the Award of Contract No. 2022-24 to the lowest responsive, responsible bidder, Innovative Masonry Restoration, LLC. Also, the Department of Utilities is recommending increasing the standard 10% contingency to 15% of the contract price, due to the instability in the construction materials market.

Construction Contract No. 2022-24 has been reviewed by the City Attorney and is legally correct as to form.
