TITLE: Approve the United States Marshals Service Fugitive Task Force Memorandum of Understanding for Non-Federal Agencies and the Addendum to Fugitive Task Force Memorandum of Understanding Regarding Body-Worn Camera Use by Task Force Officers.


Recommended Action

Approve the United States Marshals Service Fugitive Task Force Memorandum of Understanding for Non-Federal Agencies and the Addendum to Fugitive Task Force Memorandum of Understanding regarding body-worn camera use by Task Force officers.

Background Information

On January 11, 2022 Commission approved the United States Marshals Service Fugitive Task Force Memorandum of Understanding (MOU) for Non-Federal Agencies between the North Port Police Department and the United States Marshals Service for joint law enforcement operations but the addendum was not included at that time.

The primary mission of the task force is to investigate and arrest, as part of joint law enforcement operations, persons who have active warrants for their arrest. The intent of the joint effort is to investigate and apprehend federal, local, state, tribal, and territorial fugitives, thereby improving public safety and reducing violent crime.

This addendum to the agreement supplements the current MOU between the United States Marshals Service (USMS) and the North Port Police Department. Pursuant to the "U.S. Department of Justice Policy - Use of Body-Worn Cameras by Federally Deputized Task Force Officers," the North Port Police Department will require its Specially Deputized Task Force Officers assigned to the USMS Task Force to use body-worn cameras.

The MOU as approved at the January 11, 2022 meeting, had an incorrect signature page and staff is requesting it be re-executed in conjunction with the execution of the Addendum. Both the MOU and the Addendum have been reviewed by the City Attorney and are correct as to fo...
