Recommended Action

Approve Single/Sole Source with Sarasota County Landfill for the City of North Port’s Solid Waste Disposal in Fiscal Year 2020, based on unit pricing provided in Sarasota County Resolution R2019-096, in the estimated budgeted amount of $1,889,150.

Background Information

The City of North Port has utilized the Sarasota County Landfill for disposal of solid waste since the City ceased operations of its own landfill in 1984. Staff evaluated alternative disposal facilities comparing tipping fees and the cost of transportation to determine which facility was the most economical.

The following provides a summary of the results of the evaluation of alternative disposal facilities:

Name of Facility                         Tipping Fee/Ton                    Travel/Distance to Facility (one-way)

Sarasota County                                                                     $48.34                                                                                    24.4 miles

Charlotte County                                                               $73.58                                                                                    31.1 miles

DeSoto County                                                                        $84.00                                                                                    27.7 miles

Lee County                                                                                  $50.20                                                                                    47.6 miles

Okeechobee County                                              $40.94                                                                                      110 miles

The evaluation results have illustrated that the Sarasota County Landfill offers the lowest tipping fees with the shortest travel distance from the City of North Port to their landfill.  As such, staff recommends that the City of North Port continues utilizing the Sarasota County Landfill for solid waste disposal services.
