TITLE:                     Approve Contract No. 2020-14 with Spectrum Underground Inc., in the amount of $301,784.00 with a contingency amount of $30,178.00, for a total project cost of $331,962.00 for the Bobcat Trail Force Main Replacement Project.

 

 

Recommended Action

 

Approve Contract No. 2020-14 with Spectrum Underground Inc., in the amount of $301,784.00 with a contingency amount of $30,178.00, for a total project cost of $331,962.00 for the Bobcat Trail Force Main Replacement Project.

 

Background Information

 

The existing 8-inch force main leaving Lift Station 47, which is the master station in Bobcat Trail, has experienced several failures over the last two years. Due to the pattern and frequency of these failures, it has been determined that approximately 2,600 feet of existing force main running through the Bobcat Trail Golf Course and along South Toledo Blade Blvd must be replaced. In order to eliminate the need for further emergency repairs a 10” HDPE (high-density polyethylene) force main will be installed via horizontal directional drill and an 8” PVC (polyvinyl chloride) force main will be installed by open cut methods. The existing 8” force main will be abandoned.

 

Request for Bid No. 2020-14 for the Bobcat Trail Force Main Replacement Project was advertised on July 31, 2019. A non-mandatory pre-bid meeting was held on August 22, 2019 at 1:00pm. Five bids were received, opened, and read on September 10, 2019 at 2:00pm.

 

Staff reviewed the bids and the contractor selected has been determined to be qualified for the project by the consulting firm, CDM Smith Inc. Based on this information, the Utilities Department recommends award of Contract 2020-14 to Spectrum Underground Inc.

 

The Contract has been reviewed by the City Attorney and is approved as to form and correctness.
