TITLE: Approve the Interlocal Agreement by and among the Sarasota County Sheriff's Office and the Police Departments for the Cities of North Port, New College, and Sarasota-Manatee Airport Police Authority and the Airport Rescue and Firefighting Department which outlines direct communication for immediate and un-delayed law enforcement response during active and imminent threats to life.


Recommended Action

Approve the Interlocal Agreement by and among the Sarasota County Sheriff's Office and the Police Departments for the Cities of North Port, New College, and Sarasota-Manatee Airport Police Authority and the Airport Rescue and Firefighting Department which outlines direct communication for immediate and un-delayed law enforcement response during active and imminent threats to life.

Background Information

Pursuant to newly enacted State Statute Section 163.01 "Direct radio communication between 911 public safety answering points (PSAP) and first responders", an interlocal agreement is required between the City of North Port and the Sarasota County Sheriff's Office.

This statute comes as a result of a recommendation by the Marjory Stoneman Douglas High School Public Safety Commission. Immediate and un-delayed law enforcement response is an essential component of effective public safety and seconds matter in the response to a call for help involving an active and imminent threat to life or great bodily harm. The significance of direct communication during a public safety emergency is vital.

Over the past several months the staff at Sarasota County Sheriff's office have worked with agencies to draft an Interlocal Agreement for execution. This agreement will be turned in to the Florida Department of Law Enforcement with written certification that all PSAPs are in compliance and public safety collaboration is in place.
