TITLE: Ordinance No. 2019-31, second reading, amending the Code of the City of North Port, Chapter 78 - Utilities, Article II - Water and Wastewater Utility, modifying the water and wastewater capacity fees and adjusting the current level of service.


Recommended Action

Approve Ordinance No. 2019-31 for adoption

Background Information

In Fiscal Year 18/19 Commission approved funding for Utilities to move forward with a Rate Analysis to verify the sufficiency of the rates charged for water and wastewater services. GovRates, Inc. was obtained to conduct this Rate Analysis. The analysis resulted in several recommendations for changes to user rates, capacity fees, developer fees, level of service, and miscellaneous fees. Some of these changes are within the Water and Wastewater Utility Ordinance, some are within the City-Wide Fee Schedule, and some are set by Resolution.

On June 11, 2019, GovRates, Inc. presented the completed report for the Utility rate analysis to Commission. The City Commission gave direction for staff to move forward with the proposed changes to the current level of service and water and wastewater capacity fees. Commission unanimously approved the first reading of Ordinance No. 2019-31 on July 23, 2019 and directed staff to bring the Ordinance back for final adoption.

Ordinance No. 2019-31 has been reviewed by legal for form and correctness.
