TITLE: Agreement No. 2019-30, Recyclable Materials Processing and Marketing Services with Single Stream Recyclers, LLC
Recommended Action
Approve Agreement No. 2019-30, Recyclable Materials Processing and Marketing Services with Single Stream Recyclers, LLC. based on fees in the attached Exhibit A Fee Schedule to the agreement.
Background Information
On December 6, 2018, the City Commission approved utilizing a contractor for the Recycling Center at Pan American Boulevard. Request for Proposals (RFP) No. 2019-30 was issued on December 20, 2018, and two proposals were received on January 23, 2019. One submittal was deemed non-responsive, leaving one submittal for evaluation. Per Procurement Code Section 2-411 (f), all proposals were rejected, and the City entered negotiations with Single Stream Recyclers, LLC.
Agreement No. 2019-30 is for the processing and marketing of recyclable materials. The City will pay a fee for the processing of incoming materials and receive revenue on the sale of processed recyclables. Agreement No. 2019-30 will commence on October 1, 2019, and end on September 30, 2022, with the option of renewal for an additional three (3) year term.
The City Attorney has reviewed and approved Agreement No. 2019-30 as to form and correctness.

Financial Impact
The expenditures for Recyclable Materials Processing and Marketing Services with Single Stream Recyclers, LLC is estimated at $394,720. Funding in the amount of $394,720 has been included in the recommended budget for Fiscal Year 2020 for recyclables in Account Number 120-3032-534.34-50, Tipping Fees.
Procurement
Agreement No. 2019-30 was procured pursuant to Section 2-406 Competitive sealed request for proposal process, exercising Section 2-411 (f) of the City of North Port's Procurement Code.
