TITLE: Presentation of Community Technical Assistance Grant (DEO) Final Plan


Recommended Action

To review the plan and provide direction for staff.

Background Information

The City of North Port received a technical assistance grant on March 28, 2017 to create a neighborhood revitalization plan. The study consisted of five neighborhoods in the original plat of the City that are considered low to moderate income neighborhoods in need of revitalization.

Weiler Engineering Corporation and Forgey Planning Services conducted preliminary research and analysis of the neighborhoods and created The North Port Neighborhood Revitalization Plan for the Commission to review. Data was collected by using Census data, City records, public input, site visits and City staff discussions. The report identified areas consisting of older housing stock with pockets of blight and property maintenance issues.

This report will provide city staff with suggested strategies for neighborhood improvements with funding resources for discussion. City Commission can prioritize the recommendations accordingly and move forward or wait for a more suitable time in the future to implement these concepts and ideas.

Staff understands that some of the recommendations will require not only extra funding but additional employees. It is at the discretion of the Commission to choose which plan, if any, to place on a workshop item or to just gain additional information for discussion. Staff is requesting Commission highlight the areas of interest and give staff direction.

This plan is a tool box to take the revitalization discussion to another level. The research has shown there is a need for a revitalization plan in the City. We can start by targeting a small part of the City as a pilot program to measure the success of these recommendations then hopefully expand them as a whole.
