TITLE: Parking and Loading Regulations - ULDC Chapter 25 Section 25-19
Recommended Action
Direct staff to bring an ordinance for first reading reflecting Commission changes to ULDC Chapter 25 sec. 25-19.
Background Information
At a workshop held on February 27, 2015 the Commission discussed Chapter 25 section 25-19 of the ULDC, Parking and Storage of Certain Vehicles. At that time, concerns were expressed as to several conflicting provisions and language needing clarification as well as application of the code as it pertained to boats on a trailer parked on a driveway or side yard. The Commission directed to hire a consultant to work with staff to clean up the ULDC conflicts and contradictions in the Parking and Loading Regulations section, and schedule a level two workshop for further discussion pertaining to policy issues. At that time the City already had a consultant working with staff regarding updates to the ULDC. Subsequently, the Commission approved an Interlocal Agreement with the University of Florida for planning services which included assisting with the review and revision of the entire ULDC.
To date, a level two workshop has not taken place pertaining to the Parking and Loading Regulations section. On July 12, 2016, the Commission approved Resolution 2016-R-17 suspending enforcement of ULDC sections 25-19 (f), (h) and (j) only as the sub-sections pertain to boats on licensed trailers, automobiles and trucks parked on driveways or side yards. The suspension of enforcement is in effect through July 12, 2017.
Attached are conceptual changes to the code language for Commission consideration to address the items at issue including boats, overnight parking of certain vehicles, contradictions and clarifications. A strikethrough version is also attached.
