TITLE: Utilize Sourcewell (formerly known as National Joint Powers Alliance) contract to purchase one (1) structure from ClearSpan Fabric Structures International in the estimated amount of $180,000, which includes contingency.
Recommended Action
Utilize Sourcewell (formerly known as National Joint Powers Alliance) contract to purchase one (1) structure from ClearSpan Fabric Structures International in the estimated amount of $171,135.12 plus $8,864.88 for contingency.
Background Information
The City of North Port Solid Waste District plans to continue utilizing a dual stream collection system and maintain clean quality recyclable material. At the new Recycling Center proposed to be developed and operated at 5455 Pan American Boulevard, an existing building will be utilized for the storage of cardboard and paper. A new fabric shelter will be constructed for the storage of commingle material (glass, plastic, and cans). Both structures will temporarily hold recyclable material from the City’s collection vehicles prior to consolidating into larger transport vehicles. The Recycling Center will allow Solid Waste Division staff to evaluate the recyclables, address potential contamination and give the City the flexibility to search for a processor with reasonable fees.
A fabric structure is proposed at the Pan American site as an affordable environmentally-sound way to sort through commingle recyclable materials (glass, plastic and cans). The dimension of the structure is 54’ wide, 50’ long and 20’ high. The fabric structure could be relocated to another location in the future if necessary.
ClearSpan Fabric Structures International is an approved vendor under the Sourcewell (formerly known as National Joint Powers Alliance) contract. This contract is made available to all government, higher education, K-12 education, not-for-profit, tribal government and all other public agencies located in all fifty states. Using this cooperative bid, local government agencies are able to obtain competitive pricing. Local government agencies have the flexibility to choose a product or service according to the business needs, such as price, warranty, supplier performance or brand name.
The quote received from ClearSpan Fabric Structures International estimates the purchase and installation costs to be $171,135.12. Concrete block is required to secure the fabric structure top, and the cost may fluctuate. As such, the Solid Waste District is requesting the inclusion of contingency funds in the contract to cover those additional costs.
The work will exceed $100,000 in fiscal year 2019. The City Manager’s policy requires all agreements exceeding $100,000 to be presented to Commission for consideration.

$180,000 will be available in the Solid Waste Impact Fee Fund account number 156-3032-54.63-00 when a budget amendment is approved.
Procurement
Sourcewell Contract No. 021215-BSC/Engineered & Manufactured Buildings #030117-CSS to procure the listed equipment is permitted per Sec 2-403 (a)(4)(a) of the City Procurement Code.
