TITLE: Utilize the Florida Sheriffs Association & Florida Association of Counties Cooperative Bid No. FSA17-VEH15.0, Specs #15 and #50, to purchase one (1) replacement Vac Truck consisting of a 2018 Peterbilt chassis from Rush Truck Centers of Florida for $115,203.00 and a 2018 Vac-Con body from Southern Sewer Equipment Sales for $342,345.94, for a total estimated price of $457,548.94. This vehicle purchase was approved in the fiscal year 2018 budget.
Recommended Action
Approve utilization of the Florida Sheriffs Association & Florida Association of Counties Cooperative Bid No. FSA17-VEH15.0, Specs #15 and #50, to purchase one (1) replacement Vac Truck consisting of a 2018 Peterbilt chassis from Rush Truck Centers of Florida for $115,203.00 and a 2018 Vac-Con body from Southern Sewer Equipment Sales for $342,345.94, for a total estimated price of $457,548.94. This vehicle purchase was approved in the fiscal year 2018 budget.
Background Information
The Utilities Department is replacing one (1) 1994 Vac Truck, CID 5312, as identified in the approved fiscal year 2018 budget. This truck is beyond its useful life and has become cost prohibitive to maintain due to its age and deteriorating condition.
The Vac Truck is used for jetting and cleaning the sewer system prior to inspections and many times works in correlation with the TV truck. Other uses are lift station maintenance, cleaning of manholes to prevent sewer backups and spills, and hydro-excavation to minimize damage to other utilities in the area. If there is a break in a sewer line and a spill occurs, the Vac Truck is used to clean up the spill. The old Vac Truck will be auctioned.
Rush Truck Centers of Florida and Southern Sewer Equipment Sales are approved vendors under the Florida Sheriffs Contract FSA17-VEH15.0. This contract is made available to local governments and municipal Police and Fire departments within the State for vehicle and equipment acquisition. Using this cooperative bid, local government agencies are able to obtain competitive pricing. Local government agencies have the flexibility to choose a product or service according to the business needs, such as price, warranty, supplier performance or brand name.
While City ordinance authorizes the City Manager to utilize piggyback agreements, the City Manager's policy requires all agreements exceeding $100,000 to be presented to Commission for consideration. All appropriate forms, procedures, and processes have been reviewed by Procurement.

Procurement
The utilization of the Florida Sheriffs Association & Florida Association of Counties Cooperative Bid to procure the Vac truck is permitted per Sec. 2-403 (a)(4)(b) of the City Procurement Code.
