Recommended Action
Approve the utilization of City of Sarasota, Florida RFP No.15-33BK with Action Labor of Florida, LLC for School Crossing Guard services at the unit rates/per hour fee schedule through August 25, 2018, and approve the City Manager to renew for two additional one-year renewal periods upon mutual agreement of the parties. This is an approved FY 18 budgeted item.
Background Information
Commission approved the outsourcing of school crossing guards as part of the FY 2018 budget process. Action Labor of Florida, LLC will responsible for providing the personnel, uniforms, equipment, training and evaluate the need for crossings on ‘an annual basis’ to ensure students are safe throughout the City. The purpose of this program is to provide for the safety of children by staffing key pedestrian crosswalk locations with crossing guards. The estimated number of crossing guards is 24, and they will be compensated at the contracted hourly rates.
The department recommends beginning the outsourcing service in February 2018. This will result in a savings as a result fewer school days in 2018. The Sarasota County Sheriff's Office and Sarasota Police Department have utilized these services which have ensured full coverage of the Crossing Guard positions. Action Labor of Florida, LLC shall exercise exclusive control over persons employed to fulfill these contract requirements.
The school crossing guards are part-time personnel who are recruited and trained by the contracting company.
This City of Sarasota contract is a three-year contract valid through August 25, 2018 and may be renewed for up to two additional one-year renewal periods upon mutual agreement of the parties.
While City ordinance authorizes the City Manager to utilize piggyback agreements, the City Manager’s policy requires all agreements exceeding $100,000 to be presented to Commission for consideration. All appropriate forms, procedures and processes have been reviewed by Procurement.
