TITLE: Utilize the State of Florida Department of Management Services Motor Vehicles Contract #25100000-16-1 to purchase 2018 vehicles from Garber Ford Inc. and Garber Chevrolet Pontiac GMC Truck. Garber Ford Inc. purchases: two (2) Ford Explorers, nine (9) Ford Explorer Interceptors, one (1) Ford Taurus, and two (2) Ford Transit Vans in the amount of $386,732.95 for the Police Department; and one (1) Ford Explorer in the amount of $27,411.55 for the Utilities Department for a total amount to Garber Ford Inc. of $414,144.50. Garber Chevrolet Pontiac GMC Truck purchases: one (1) Chevrolet Tahoe and two (2) Chevrolet Traverses for the Police Department for a total amount of $83,385.65. In a total budgeted amount of all purchases of $497,530.15.
Recommended Action

Garber Ford Inc. purchases: two (2) Ford Explorers, nine (9) Ford Explorer Interceptors, one (1) Ford Taurus, and two (2) Ford Transit Vans in the amount of $386,732.95 for the Police Department; and one (1) Ford Explorer in the amount of $27,411.55 for the Utilities Department for a total amount to Garber Ford Inc. of $414,144.50. Background Information
The Police Department is replacing 14 vehicles as identified in the attached Vehicle Replacement Overview spreadsheet. The replacement vehicles will be: two (2) Ford Explorers and two (2) Chevrolet Traverses for the Criminal Investigation Division, six (6) Ford Explorer Interceptors (2 administrative, 2 training, and 2 School Resource Officer), one (1) Ford Taurus for the Criminal Investigation Division, two (2) Ford Transit Vans for the Evidence Division and one (1) Chevrolet Tahoe for the Special Enforcement Team. The vehicles scheduled for replacement are identified, however, some vehicles which are scheduled for replacement may need to be deferred if other unscheduled vehicles become severely disabled or damaged prior to new vehicles becoming available.
The Police Department is also purchasing three (3) new Ford Explorer Interceptors for the new Traffic Unit. The need for a traffic unit was discussed during the fiscal year 2018 budget workshops and these vehicles will be for the approved Police Sergeant and the two Police Officers.
The Utilities Department is replacing one 2007 Jeep SUV (CID 71016) with a Ford Explorer. This vehicle had continual drivability problems that neither Fleet nor the dealership could eliminate. It would intermittently stall out while stopped at lights, ride rough, and was taken out of service due to safety concerns. Replacement for this vehicle was budgeted in fiscal year 2018.
Garber Ford Inc. and Garber Chevrolet Buick GMC Truck are approved vendors under the State of Florida Department of Management Services Motor Vehicles Contract. This contract is made available to local governments and municipal Police and Fire departments within the State for vehicle and equipment acquisition. Using this cooperative bid, local government agencies are able to obtain competitive pricing. Local government agencies have the flexibility to choose a product or service according to the business needs, such as price, warranty, supplier performance or brand name.
While City ordinance authorizes the City Manager to utilize piggyback agreements, the City Manager’s policy requires all agreements exceeding $100,000 to be presented to Commission for consideration. All appropriate forms, procedures and processes have been reviewed by Procurement.
