Background Information
In an effort to determine system capacity, improve operational efficiencies, and identify potential operational issues within the City’s wastewater collection system, North Port Utilities issued a Request for Letters of Interest for the development of a wastewater system hydraulic model to the Utilities Engineers of Record under Continuing Services Agreement No. 2013-23, which resulted in the issuance of Work Assignment No. 2017-03 to CDM Smith, Inc.
Task 1 of this work assignment included the hydraulic analysis of the US 41 Corridor force main to determine the capacity available to meet the needs of existing customers and future development and evaluate options to increase available capacity in the system. Preliminary findings under this task indicated the potential need for additional infrastructure to increase capacity until the construction of the Southwest Wastewater Treatment Facility (SWWTF) is constructed and operational. It was determined that additional services would be required from CDM Smith, Inc. to ascertain how much additional capacity could be achieved with the additional infrastructure and obtain an engineer’s opinion of probable cost. Considering the urgency of the issue, staff evaluated the remaining work assignment tasks to determine if any work could be assumed by Utilities staff to accommodate the additional work required. In anticipation of filling the two vacant Utilities Engineering positions, it was initially thought that Task 3, Model Calibration, could be performed by in-house staff, so a no-cost Change Order No. 1 was approved by the City Manager. Since then, Utilities has hired a Utilities Engineering Manager, however, the Utilities Engineer position remains vacant, limiting the ability to perform the model calibration in-house.
Furthermore, discussions with CDM Smith, Inc. have revealed that the City may be able to delay or eliminate the construction of additional infrastructure, however further evaluation and analysis of existing water and wastewater flow data is required to determine the City’s ability to provide capacity until the SWWTF is operational. CDM Smith, Inc. has provided scope and fees in a not-to-exceed amount of $12,550.00 Task 1, plus $12,972.00 to replace Task 3, resulting in the total amount of $25,522.00.
Utilities requests approval of Change Order No.2 to Work Assignment No. 2017-03 under Agreement No. 2016-23 with CDM Smith, Inc. for the necessary model calibration and engineering services for the flow data analysis to better determine the system’s operational capacity, identify the most beneficial and cost effective system improvements or infrastructure to increase capacity, and determine at what point system improvements or additional infrastructure may be warranted.

Financial Impact
The amount of $120,000.00 is available in account 420-6062-535-3105 under Project No. U16SHM for this project. Additionally, Utilities has realized savings of over $5,516.00 in this same account from the Deep Injection Well Mechanical Integrity Testing that it would like to utilize for the completion of this project.
