TITLE:                     Discussion, and possible action regarding amending the City of North Port Administrative Code to repeal in its entirety Chapter 70, Article III - Street Naming and Property Numbering and replacing with a new Chapter 70, Article III - Property Numbering, Naming, Renaming and Honorary Naming of Streets.

 

 

 

Recommended Action

 

That the Commission review the proposed changes as requested by Commission regarding the process for naming, renaming and ceremoniously naming of streets. In addition, staff is requesting that Commission would consider repealing Chapter 70, Article III- Street Naming and Property Numbering in its entirety and replacing it with a new Chapter 70, Article III- Property Numbering, Naming, Renaming and Honorary Naming of Streets. The repealing of the Article would allow for the reorganization of the entire chapter and remove outdated language and procedures and incorporate the National Emergency Numbering Association (NENA) standards.

 

 

Background Information

 

On April 8, 1988, City Commission adopted Ordinance 88-8, Uniform Street Naming and Property Numbering System. The ordinance created Chapter 70, Article III in the Code of the City of North Port and established a formalized methodology for assigning addresses to properties located in the city boundaries.  In addition, the ordinance provided for the administration of the addressing system as well as notification and enforcement. Naming, renaming and/or honorary naming of streets were not included in the ordinance.

 

On June 28, 2016, Commission approved renaming a portion of Main Street to Rue S. Berryman Street during their regularly scheduled meeting. After the item was heard, Commission directed staff to bring back an ordinance with revisions to Article III. Street Naming and Property Numbering chapter to develop a process for naming, renaming and ceremoniously naming streets.

 

Since the adoption of Article III. Street Naming and Property Numbering almost thirty years ago, the Article has been slightly amended three times. The first amendment occurred in 2003 to incorporate the official addressing grid map and again in 2006 to include the annexed areas of the West Villages. The third amendment in 2008 concerned the placement of address numbers on buildings and mailboxes for identification purposes.

 

In reviewing the current Chapter 70, Article III. Street Naming and Property Numbering, it was found the current addressing code contains outdated language, does not include a method to correct address errors, needs reorganization as each section runs into one another without clearly defined sections.

 

In addition, the current addressing regulations do not include or at least incorporate by reference, the National Emergency Numbering Association (NENA) addressing systems guidelines which contains the common standards and practices addressing coordinators use for addressing and renaming of streets.

 

Although the city has followed a long-established administrative procedure that includes the NENA standards for changing or correcting addresses, naming streets for new subdivisions as well as the renaming of streets, these procedures have never been formally incorporated into the City of North Port Administrative Code. These administrative procedures are included in the proposed draft Ordinance No. 2017-03 for Commission consideration.

 

Staff is respectfully asking the Commission that in addition to the changes requested by Commission, that this would serve as an opportunity to reorganize the content, update definitions, eliminate irrelevant words and practices and adding a chart that includes street suffixes. To accomplish this, the proposed Ordinance No. 2017-03, Chapter 70, Article III. - Property Numbering, Naming, Renaming and Honorary Naming of Streets would repeal and replace in its entirety Chapter 70, Article III. Street Naming and Property Numbering.

 

The highlights of the new Article III. - Property Numbering, Naming, Renaming and Honorary Naming of Streets are as follows:

 

1.                     Renames Article III. more appropriately to reflect the chapter content,

2.                     Reorganizes the entire Article into an understandable and logical format,

3.                     Definitions have been updated,

4.                     Outdated language has been removed,

5.                     Sec. 70-56 has been reorganized and relocated into more appropriate sections,

6.                     A new street suffixes chart has been incorporated and includes definitions,

7.                     Sec. 70-57, Assignment of address numbers has been updated to include National Emergency Numbering Association (NENA) guidelines,

8.                     New Sec. 70-58, Naming of streets,

9.                     New Sec. 70-59, Change or correction of address number has been added to incorporate the administrative process for changing or correcting address error(s),

10.                     New Sec. 70-60 Street name change or renaming of streets has been added,

11.                     New Sec. 70-63, Honorary naming of streets has been added.

 

 

It should be noted that the Assignment of address number section language has not been modified significantly from the adopted 2008 Ordinance but has been relocated in more appropriate sections throughout the proposed ordinance. Much of the proposed changes involves the reformatting of the entire chapter so it is easily readable and relocating language into more appropriately titled sections for easy reference and clarity.

 

The draft Ordinance No. 2017-03 in the legislative strikethrough/underline format includes the changes requested by Commission in single underline and modifications requested by staff in double underline. A clean copy of the proposed ordinance as well as the existing Chapter 70, Article III. Street Naming and Property Numbering and a Matrix detailing the changes is attached.
