Recommended Action

 

Approve a seven-year preventive maintenance and repair service agreement with Stryker Medical, a division of Stryker Corporation, for North Port Fire Rescue’s new stretcher lifting systems and stretchers at a total cost of $18,600.

 

Background Information

 

In 2016, Commission approved the purchase of two replacement ambulances from REV RTC, LLC which included the new Stryker Power-Load stretcher lifting systems.  Under a separate purchase order, the procurement of two new Stryker Power-Pro XT stretchers was placed directly with the manufacturer, Stryker Medical, a division of Stryker Corporation.  To maximize operational cost savings and ensure sufficient long-term coverage for preventive maintenance and repairs, we are requesting approval for a seven-year service agreement with Stryker Medical.

 

The period of this agreement will run from May 15, 2017 to May 14, 2024 - which is the recommended life cycle for this type of equipment and will cover the Power-Loads and Power-Pro XTs just for these two ambulances.  The Agreement includes: (1) unlimited service calls (i.e., labor and travel), (2) replacement of the majority of parts, and (3) one annual preventive maintenance inspection by Stryker Medical’s “ProCare” field service team personnel.  Full payment will be made on execution of this agreement - no further operational costs will be incurred with the exception of non-covered expendable and disposable parts (e.g., mattresses, straps, undercarriage equipment storage netting).

 

The total cost of the seven-year agreement is $18,600 which will come from existing funds in the Emergency Medical Services budget within the General Fund. 

 

Should we not enter into this Agreement, once out of warranty, Fire Rescue's ambulance new lifting systems and stretchers may not be maintained in a patient-ready condition which may open the City to liability.

 

The City Attorney has approved to form and content.

Financial Impact

 

The cost of the seven-year agreement is $18,600 which will come from existing funds in the Emergency Medical Services budget within the General Fund.  The cost is payable in a single installment after the Agreement is fully executed.

 

Procurement

 

This is a Single-Source procurement as Stryker Medical is the only provider for factory-authorized inspection and repair services for new equipment.  We have contacted EMSAR (Equipment Management Service and Repair), another repair center in Florida, for comparison purposes; however, they are unable to enter agreements to service new equipment.
