TITLE: Multi-award Agreement numbers 2019-48.001, 2019-48.002 and 2019-48.003 between the City of North Port and Ceres Environmental Services, Inc. (primary vendor), Crowder-Gulf Joint Venture, Inc. (secondary vendor), and Bergeron Emergency Services, Inc. (tertiary vendor), respectively, for disaster debris management services and ancillary preparation/recovery services in the City of North Port.
Recommended Action
Approve multi-award Agreement numbers 2019-48.001, 2019-48.002 and 2019-48.003 between the City of North Port and Ceres Environmental Services, Inc. (primary vendor), Crowder-Gulf Joint Venture, Inc. (secondary vendor), and Bergeron Emergency Services, Inc. (tertiary vendor), respectively, for disaster management services and ancillary preparation/recovery services in the City of North Port, and authorize the City Manager to approve any future renewals at the same prices, terms and conditions by mutual consent.
Background Information
The City of North Port (City) issued Request for Proposal No. 2019-48 for disaster debris management services and ancillary preparation/recovery services and (6) responses were received. The selection committee met to review the submittals and ranked the following as the top three (3) firms: Ceres Environmental Services, Inc. was selected as the primary vendor, Crowder-Gulf Joint Venture, Inc. as the secondary vendor, and Bergeron Emergency Services, Inc. as the tertiary vendor.
The scope of services covers:
• Removing emergency disaster debris from the public rights of way and easements such as streets and canals.
• Demolishing and removing condemned structures and buildings on public properties that pose a threat to public health and safety.
• Operating debris management sites.
• Managing the debris through reduction, separation and disposal.
All work will be performed to obtain maximum Federal Emergency Management Agency (FEMA) reimbursement and any other available agencies.
The Agreements are for a three-year period with extensions subject to approval of both parties.
The City Attorney has reviewed and approved Agreement No. 2019-48 for form and correctness.

Financial Impact
There is no financial impact to the City unless a natural disaster occurs. In the event a natural disaster takes place, funds will be transferred from account number 107-5000-541.34-00, Other Contractual Services.
Procurement
Debris Management Services and Ancillary Preparation/Recover Services in the City of North Port were procured utilizing the competitive sealed request for proposal process pursuant to Section 2-405 of the City of North Port Procurement Code.
