TITLE:                     Memorandum of Understanding between the Patterson Foundation and the City of North Port to support the Suncoast Campaign for Grade-Level Reading within GMAC Summer Camp

Recommended Action

City Commission approval of a Memorandum of Understanding between the Patterson Foundation and the City of North Port.

Background Information

The Suncoast Campaign for Grade-Level Reading is a communitywide effort to help all children, especially those from low-income families, succeed in school by ensuring they read on grade level by the third grade. Research indicates that children lose two-months or more of reading skills during the summer months when school is not in session. Through this Memorandum of Understanding (MOU) the Patterson Foundation will provide funding and strategic resources to the City of North Port GMAC Summer Camp to help preserve and strengthen GMAC camper’s reading skills. Funding from this program is provided based on the number of elementary school age children enrolled in camp and the number of weeks

camp is in session.

Parks & Recreation participated in this program for GMAC summer camp last summer and received $5,125 in funding to support school age reading programing. Staff has attended additional training to prepare for this year’s camp and will include curriculum to provide reading skills programming and activities for GMAC summer campers.

The proposed agreement has been reviewed and approved by the City Attorney as to form and content.

Strategic Plan

Develop and promote City governance that fosters trust and utilizes departmental strengths and innovative philosophies to facilitate effective and efficient provision of all City services.

Financial Impact

It is estimated that the City of North Port would receive approximately $6,000 in funding to provide reading materials, promote summer reading, or compensate educators, authors or staff that support this program at GMAC. The City of North Port is not required to provide or match any funding extended through this agreement. If approved, the fiscal year 2018-2019 budget will increase by $6,000 as provided in Ordinance No. 2018-46, Section 3.
