Recommended Action

Approve Agreement No. 2019-41, Professional Engineering Services for Water Transmission main on San Mateo Drive from Price Blvd to Hillsborough Blvd. with Kimley-Horn and Associates, Inc. in the amount of $347,013.

Background Information

San Mateo Drive is a two-lane residential roadway. The existing water main pipe sizes in the San Mateo Drive area vary between 6-inch, 8-inch, and 10-inch pipes, but do not strictly run along San Mateo Drive. Many sections run along various side streets, having a detrimental impact on water quality. The purpose of this project is to increase transmission capacity and improve water quality by providing 16,000 linear feet of 12-inch water main along San Mateo Drive. The project will include a connection to the existing 16-inch water main along Price Boulevard and the existing 12-inch water main along Hillsborough Boulevard.

The water transmission main on San Mateo Drive from Price Boulevard to Hillsborough Boulevard project was advertised on December 7, 2018. Three (3) proposals were received before the deadline of January 14, 2019. The professional selection committee met January 28, 2019 for telephone discussions with each of the three potential firms. This timed discussion period gave all three firms a chance to answer any questions staff had regarding the project. The professional selection committee then discussed all three proposals and selected based on Request for Proposal (RFP) ranking guidelines. After deliberation and discussion, Kimley-Horn and Associates, Inc. was selected as the firm most qualified for this project and was recommended to start the negotiation process. Staff negotiations took place on February 15, 2019 and March 13, 2019 to review the scope of services and contract rates which are reflected in this approval request.

Legal has reviewed the agreement and has approved it as to form and correctness.
