TITLE: Award of Contract No. 2019-50 to U.S. Water Services Corporation for the Hillsborough Booster Station Piping Improvements Project.


Recommended Action

Approve the award of Contract No. 2019-50 to U.S. Water Services Corporation for the Hillsborough Booster Station Piping Improvements Project in the amount of $84,584.35 with a contingency amount of $8,458.44, for a total project cost of $93,042.79.

Background Information

The Hillsborough Booster Station provides in-line pressure boosting in the southeast portion of the City. The station was built in the mid-1970s and a portion of the piping system is welded steel pipe, which is corroding in places and requires replacement. As recommended by the project consulting firm, TKW Consulting Engineers, the existing steel pipe, fittings, and concrete supports will be removed and replaced. Work will be performed within the confines of the one-story facility.

Replacement of this infrastructure will prevent potential catastrophic failure and emergency repairs, that would potentially result in higher than anticipated costs over the cost of this planned replacement.

The Hillsborough Booster Station Piping Improvements Project was advertised on January 25, 2019. A pre-bid meeting was held on February 6, 2019 in Purchasing. A non-mandatory site visit was held on February 13, 2019. Two bids were received, opened, and read on February 27, 2019 at 2:00pm.

Staff reviewed the bids and the lowest, responsive contractor has been determined to be qualified for the project by the consulting firm. Based on this information, Utilities Department recommends award of Contract 2019-50 to U.S. Water Services Corporation.

The Legal Department has reviewed the contract and it is legally correct as to form.
