Recommended Action

Approve the utilization of the City of Punta Gorda Agreement No. F2014111/SCV-ASPHREJ/1415, Asphalt Rejuvenation Application, with Pavement Technology, Inc., based on unit price of $0.81 per square yard.

Background Information

Rejuvenation of the asphalt surface on roads in at least fair condition is part of the annual routine road maintenance program of the Department of Public Works. Newly constructed asphalt roads age due to the effects of time, weathering, and traffic. The need for maintenance is signaled by dryness, brittleness and other visible signs of deterioration such as cracking and spalling.

To prevent a road from deteriorating which would then require expensive resurfacing or rehabilitation, surface rejuvenation is applied to cost-effectively extend the useful life of the road. Rejuvenation is accomplished by spraying a preservation agent directly to the surface that delays the aging process and replenishes the compounds within the asphalt.

An estimated amount of $296,158.68 based on 365,628 square yards of asphalt rejuvenating agent will be furnished and applied. The cost is estimated, and the final amount will be reconciled based on daily field measurements. Bids were solicited through the City of Punta Gorda, Florida Bid No. F2014111/SCV-ASPHREJ/1415 and Pavement Technology, Inc. was awarded the contract.

While City ordinance authorizes the City Manager to utilize piggyback agreements, the City Manager's policy requires all agreements exceeding $100,000 to be presented to Commission for consideration. All appropriate forms, procedures, and processes have been reviewed by Procurement.
